致读者信
最近，西方社会对中国有关叙利亚局势的政策颇有微辞。本期刊登了尼日利亚当地的《每日信任》报上的一篇文章，文章用一个孔子审案的故事解释了中国不干涉内政的立场，颇有教益。我们在分析北非动荡对撒哈拉以南非洲的影响时往往只注意到民主浪潮或选举改革，实际上这场动荡对撒哈拉以南非洲的负面影响正在显现。仅从地缘政治而言，西方对利比亚的直接干涉的后果之一是导致了萨赫勒地区的动荡，这表现在两个方面。一是由于西方国家对北非中东地区的干预，伊斯兰极端势力开始向撒哈拉以南地区蔓延，马里的廷巴克图（通布图）及周围地区是一个非常典型的例证。二是原在利比亚军队中服役的图阿雷格人士兵在卡扎菲政权倒台后开始向南扩散，他们获得了大量从利比亚政权遗留下来的精良武器装备，成为与利比亚接壤和邻近国家的不稳定力量。目前美国在非洲的军事异动也在暗中进行，本期刊登了几篇有关美国-非洲关系的消息或文章。
