北京论坛2017:中非发展合作的新趋势(二) 

Beijing Forum 2017:Emerging trends in Sino-African Development Cooperation

2017年11月3日下午16时许,“中非发展合作的新趋势”分论坛第二场讨论会“中非合作中的人文面向”在钓鱼台八方苑举行,共有5位学者在这个环节发言。

 

第一位发言人是北京大学的程莹老师,其报告是有关历史作为“边缘思考”的方式。她从中非文化艺术交流的视角,解读艺术家肯特里奇的艺术特点和历史成就,并同时对比了中国艺术家徐冰的艺术哲学,探索他们背后的历史条件、政治环境等更为宏大的思维根源。

 

第二位发言人是来自伦敦政治与经济学院的Folashade Soule-Kohndou博士,她的报告是有关中非谈判中机构和权力问题研究,并以西非国家贝宁为例。报告展示了小国的官僚结构如何通过谈判战术和技巧和大国斡旋,具体而言就是考察贝宁和中国在基础设施合同谈判过程。此研究挑战了人们认为小国在获取经济援助或外国投资时,因为权力的不对等性总是缺乏谈判积极性和主动性的一般观点。

 

第三位发言人是来自伦敦大学亚非学院的郑惟迪博士。她的报告通过探讨中国企业与肯尼亚当地社区的沟通障碍,探讨中国如何落实在“一带一路”倡议中所提出的“民心相通”重要内涵。她认为“民心相通”是“政策沟通”“贸易畅通”和“资金融通”的基础,甚至比这些经济上、政治上的合作更具有价值。目前关于“民心相通”的讨论更多地是关注中国方面如何讲好故事,并没有给予对方国家民众态度足够重视。郑惟迪通过对肯尼亚当地马塞族抗议者和在当地中国企业管理人的采访,发现两者之间存在巨大的理解鸿沟,而在这种鸿沟形成过程中,传媒发挥了很大作用。

 

第四位发言人刘盈莹博士做了题为“南非的移民间经济:中国小企业主和津巴布韦移民工人”的报告,旨在深入了解南非的华人小资本家与津巴布韦移民工人之间的雇佣关系。报告探讨了侨居企业主与移民工人之间的文化政治,这种文化政治每天在南非城市的种族化不安氛围中上演,被称之为“移民间经济”。尽管华人和津巴布韦之间的雇佣关系产生了等级和不平等,但它也揭示了一种藉由依赖而来的合作意识。“移民间经济”因此成为一个关于两个移民群体之间艰辛与合作的故事,它探讨了华人与津巴布韦移民如何在南非这个历史上因种族主义著称的国家中去寻求合作与重构雇佣关系。

 

第五位发言人是来自浙江师范大学的徐薇老师,她的发言主题为:《中国与博茨瓦纳:能否跨越制度与文化的边界》。徐老师基于对一个中国与博茨瓦纳合资建造玻璃厂项目长期深入的田野调查,基于两国关系发展系统论述这家中博合资玻璃厂诞生的始末。尽管这个中国企业在非投资项目最终失败,但是它揭示了双方在合作过程中必须要正视所面临的差异,并对于任何一个跨地域跨文化跨社会的经济项目合作,要及时准确地找到共同共通的规则并去执行才是决定项目能否成功的关键,前提还要跨越语言沟通的障碍。

 

In the afternoon of November 3rd, the second session of the panel “People –to-people Dimension of China-African Cooperation” was held at Bafang Garden,Diaoyutai State Guest House. All scholars focused on the topic of People –to-people Dimension of China-African Cooperation. They had an in-depth discussion on this point. George Joseph chaired the session.

 

The First Speaker is Cheng Ying from Peking University. Her report was about “history as peripheral thinking”. She started her analysis by looking the perspective of China-Africa cultural and art exchange. She put into perspective how successful they were the artist Ken and the Chinese Artist Xu, on historical basis and philosophical basis. She explained both artist backgrounds, from a political perspective as well. Both artists had grandiose thinking.

 

The second speaker is from London school of politics and economy, Dr. Folashade Soule-Kohndou. She spoke about “bureaucratic agency power asymmetry”. She took the example of the organization of West Africa, and a country such as Benin.  She explained how a small country with its bureaucratic structure could influence during negociation, by using its negotiation skills and process.  Specifically, she inspected Benin and China in infrastructure project negotiations process. Her study  shows how negotiations are conducted ,especially when a small country is receiving financial aid from a wealthy country and how negotiations are conducted from a general point of view.

 

The third speaker is from the school of Oriental and African Studies, university of London.  She report about “the mysterious camp:the Chinese enterprise and Kenyan local communities “. She talked about the miss communication between local Kenyan and Chinese companies. She pointed out how in the framework of one belt and one road could help increase people to people contact and how China could tell its stories to African countries but also to give more attention to the people of Africa of what message they want to transfer to China. Because she realized that still up to now, there is still a huge gap of communication between Chinese companies and local people. She added that the media should involve in playing a greater role in order to reduce this gap.

 

The fourth speaker is Dr.Liu Ying Ying. She talked about “ Intra-Migrant Economy in South Africa: Chinese Petty Entrepreneurs and Zimbabwean Migrant Workers”. In the reports, the main point was about to understand Chinese small capitalist in South Africa and Zimbabwean employment relationships. The report discuss about the cultural politics between owners and migrant workers. In South Africa urban, this kind of cultural politic has raised a new phenomenon called “immigration between economies”. Despite that Chinese and Zimbabwean have a huge gab in terms on finance; however, both show great cooperation and understanding. the report shows how Chinese and Zimbabwean immigrant in south Africa ,despite racism, however both seek for more cooperation.

 

The last speaker is from Zhejiang Normal University, Professor Xu Wei. He spoke about the China and Africa: can they cross the borders of system and culture. He spoke about a field work on China and Botswana joint venture project. Although, Chinese enterprise investing Africa some have failed ,but there is a need from both sides to study what are the challenges as well as the differences so that the next projects will be successful. There is a need to find out the new rules to follow in order to successfully implement new project. For instance, there is a need to break the gap of language for better comprehension and the realiza
